Political science presupposes a distinction between political things and things which are not political; it presupposes therefore some answer to the question \u201cwhat is political?\u201d In order to be truly scientific, political science would have to raise this question and to answer it explicitly and adequately. But it is impossible to define the political, i.<\/span><span lang=\"en-GB\">e<\/span><span lang=\"en-GB\">., that which is related in a relevant way to the <\/span><span lang=\"en-GB\"><i>polis<\/i><\/span><span lang=\"en-GB\">, the \u201ccountry\u201d or the \u201cstate,\u201d without answering the question of what constitutes this kind of society. Now, a society cannot be defined without reference to its purpose. The most well known attempt to define \u201cthe state\u201d without regard to its purpose admittedly <\/span><span lang=\"en-GB\">led<\/span><span lang=\"en-GB\"> to a definition which was derived from \u201cthe modern type of state\u201d and which is fully applicable only to that <\/span><span lang=\"en-GB\">type<\/span><span lang=\"en-GB\">; it was an attempt to define the modern state without having first defined the state. La ciencia pol\u00edtica presupone la distinci\u00f3n entre <\/span><span lang=\"es-ES\">cuestiones<\/span><span lang=\"es-ES\"> pol\u00edtic<\/span><span lang=\"es-ES\">a<\/span><span lang=\"es-ES\">s y <\/span><span lang=\"es-ES\">cuestiones<\/span><span lang=\"es-ES\"> que no lo son; presupone, por tanto, alguna clase de respuesta a la pregunta <\/span><span lang=\"es-ES\">\u00ab<\/span><span lang=\"es-ES\">\u00bfqu\u00e9 es lo pol\u00edtico?<\/span><span lang=\"es-ES\">\u00bb.<\/span> <span lang=\"es-ES\">A fin de mantenerse<\/span><span lang=\"es-ES\"> verdaderamente cient\u00edfica, la ciencia pol\u00edtica tendr\u00e1 que plantearse este problema y resolverlo expl\u00edcita y adecuadamente. Pero es imposible definir qu\u00e9 es lo pol\u00edtico, <\/span><span lang=\"es-ES\">es decir,<\/span><span lang=\"es-ES\"> como aquello que concierne a la <\/span><span lang=\"es-ES\"><i>polis<\/i><\/span><span lang=\"es-ES\">, el <\/span><span lang=\"es-ES\">\u00ab<\/span><span lang=\"es-ES\">pa\u00eds<\/span><span lang=\"es-ES\">\u00bb<\/span><span lang=\"es-ES\"> o el <\/span><span lang=\"es-ES\">\u00ab<\/span><span lang=\"es-ES\">Estado<\/span><span lang=\"es-ES\">\u00bb<\/span><span lang=\"es-ES\">, sin contestar previamente al <\/span><span lang=\"es-ES\">la pregunta <\/span><span lang=\"es-ES\">de qu\u00e9 es lo que constituye <\/span><span lang=\"es-ES\">esta clase de<\/span><span lang=\"es-ES\"> sociedad. <\/span><span lang=\"es-ES\">Ahora, una sociedad no puede ser definida sin<\/span><span lang=\"es-ES\"> aludir a sus fines. El intento m\u00e1s conocido de definir <\/span><span lang=\"es-ES\">\u00ab<\/span><span lang=\"es-ES\">el Estado<\/span><span lang=\"es-ES\">\u00bb<\/span><span lang=\"es-ES\"> sin hacer referencia a sus fines se admite que conduce a una definici\u00f3n derivada directamente del tipo del <\/span><span lang=\"es-ES\">\u00ab<\/span><span lang=\"es-ES\">Estado moderno<\/span><span lang=\"es-ES\">\u00bb<\/span><span lang=\"es-ES\"> y que por completo s\u00f3lo es aplicable a este tipo de Estado; se trataba de un intento de definir al Estado moderno sin haber definido antes al Estado. Aceptando la definici\u00f3n de Estado, o mejor de la sociedad civil, en relaci\u00f3n con sus fines, admitimos, sin embargo, un <\/span><span lang=\"es-ES\">est\u00e1ndar <\/span><span lang=\"es-ES\">a cuya luz tendremos que juzgar las acciones y actividades pol\u00edticas.
