All political knowledge is surrounded by political opinion and interspersed with it. By political opinion we understand here opinion as distinguished from knowledge of political things: errors, guesses, beliefs, prejudices, forecast, and so on. It is of the essence of political life to be guided by a mixture of political knowledge <\/span>and political opinion. Hence, all political life is accompanied by more or less coherent and more or less strenuous efforts to replace political opinion by political knowledge. Even governments which <\/span>lay <\/span>claim to more than human knowledge are known to employ spi<\/span>e<\/span>s.<\/span><\/span><\/p>\n

Todo conocimiento pol\u00edtico est\u00e1 rodeado de <\/span>la <\/span>opini\u00f3n pol\u00edtica y entremezclado con ella. Por opini\u00f3n pol\u00edtica entendemos aqu\u00ed opini\u00f3n <\/span>como distinta <\/span>del conocimiento de <\/span>cuestiones<\/span> pol\u00edticas: errores, conjeturas, creencias, prejuicios, <\/span>predicciones<\/span>, etc. <\/span>El guiarse<\/span> por una mezcla de conocimiento pol\u00edtico y opini\u00f3n pol\u00edtica <\/span>es parte de la esencia de la vida pol\u00edtica<\/span>. <\/span>De ah\u00ed que<\/span>, toda vida pol\u00edtica va acompa\u00f1ada de esfuerzos m\u00e1s o menos coherentes y m\u00e1s o menos tenaces para sustituir la opini\u00f3n pol\u00edtica por el conocimiento pol\u00edtico. <\/span>I<\/span>ncluso los gobiernos que se jactan de poseer algo m\u00e1s que conocimientos humanos emplean esp\u00edas.<\/span><\/span><\/p>\n
