Political philosophy ought to be distinguished from political thought in general. In our times, they are frequently identified. People have gone so far in debasing the name of philosophy as to speak of the philosophies of vulgar impostors. By political thought we understand the reflection on, or the exposition of, political ideas; and by a political idea we may understand any politically significant “phantasm, notion, species, or whatever it is about which the mind can be employed in thinking” concerning the political fundamentals. Hence, all political philosophy is political thought but not al political thought is political philosophy. Political thought is, as such, indifferent to the distinction between opinion and knowledge; but political philosophy is the conscious, coherent and relentless effort to replace opinions about the political fundamentals by knowledge regarding them. Political thought may not be more, and may not even intend to be more, than the expounding or the defense of a firmly held conviction or of an invigorating myth; but it is essential to political philosophy to be set in motion, and be kept in motion, by the disquieting awareness of the fundamental difference between conviction, or belief, and knowledge. A political thinker who is not a philosopher is primarily interested in, or attached to, a specific order or policy; the political philosopher is primarily interested in, or attached to, the truth. Political thought which is not political philosophy finds its adequate expression in laws and codes, in poems and stories, in tracts and public speeches inter alia; the proper form of presenting political philosophy is the treatise. Political thought is as old as the human race; the first man who uttered a word like“father” or an expression like “thou shalt not…” was the first political thinker; but political philosophy appeared at a knowable time in the recorded past.

Habría que diferenciar a la filosofía política del pensamiento político en general. Hoy en día se identifican estos términos con frecuencia. La gente ha ido tan lejos en la degradación del nombre de la filosofía hasta el punto de hablar de las filosofías de vulgares impostores. Por pensamiento político entendemos el estudio o la exposición de ideas políticas, y por idea política podríamos comprender cualquier «fantasía, noción, impresión u otro género del estilo en lo que la mente se pueda emplear en pensar» que sea significativa políticamente y, que esté relacionada con los principios políticos. De aquí que toda filosofía política sea pensamiento político, pero no todo pensamiento político sea filosofía política. El pensamiento político, como tal, es indiferente a la distinción entre opinión y conocimiento; la filosofía política, sin embargo, es un esfuerzo consciente, coherente y continuo por sustituir las opiniones acerca de los principios políticos por conocimiento de ellos. El pensamiento político puede no ser más, o incluso no pretender ser más, que la exposición o la defensa de una convicción firmemente aceptada o de un mito vivificador; sin embargo, es esencial para que la filosofía política sea puesta en marcha —y se mantenga en marcha— la inquietante conciencia de la diferencia fundamental entre convicción o creencia y conocimiento.. Un pensador político, que no es un filósofo, defiende o está interesado principalmente en un determinado orden político; el filósofo político está principalmente interesado en, o apegado a, la verdad. El pensamiento político no es filosofía política, encuentra su expresión adecuada en leyes y códigos, en poemas y relatos, en folletos y discursos públicos. La forma apropiada para el desarrollo de la filosofía política es el tratado. El pensamiento político es tan viejo como la raza humana; el primer hombre que pronunció una palabra como «padre» o una expresión como «tú no harás…» fue el primer pensador político; la filosofía política, sin embargo, aparece en un momento determinado del pasado del que tenemos registro.
